other پیامدهای بهداشتی و روانی جنگ های ترکیبی در جوامع انسانی: یک مطالعه کیفی با تکیه بر تاثیرات جنگ روسیه و اوکراین تخصصي Special پژوهشي Research مقدمه: در طی سالیان اخیر کشورهای متعددی در سطح جهان با نوع جدیدی از جنگ<br> روبرو شدند که طرفین درگیری با استفاده از راهبردهای گوناگونی از قبیل استفاده از<br> سلاح های نامتعارف، نقطه زن و هدف گیری مستقیم، استفاده ترکیبی از فناوری ها و<br> زیرساخت های ارتباطی خودی و طرف مقابل، ایجاد اختلال در خدمات ضروری مانند آب،<br> غذا، گاز و خدمات بهداشتی و تحریم های اقتصادی و عدم دسترسی شهروندان به نیازمندی<br> های ضروری، جابجایی و مهاجرت های برنامه ریزی شده جمعیت غیرنظامی، جنگ<br> شناختی و انجام عملیات های روانی و رسانه ای گسترده و استفاده از ظرفیت های مردمی<br> طرف مقابل درگیری به نفع خود، جنگ سایبری، خشونت جنسی و ... به نبرد می پردازند<br> که به این نوع جنگ ها اصطلاحاً جنگ ترکیبی می گویند. هدف از این مطالعه بررسی<br> پیامدهای جنگ های ترکیبی بر سلامت جوامع انسانی با بهره گیری از تجربیات کسب<br> شده در جنگ روسیه و اوکراین است.<br> روش کار: مطالعه حاضر یک مطالعه مروری است که با استفاده از کلید واژه های جنگ<br> روسیه و اوکراین، جنگ ترکیبی، بهداشت روان، امنیت غذایی در پایگاه های اسکوپوس و<br> پابمد از دی ماه سال 1401 تا ابتدای خرداد 1402 انجام شد. در این مطالعه فقط مقالاتی<br> انتخاب شدند که پیامدهای جنگ اوکراین را از نظر بهداشتی و روانی بررسی کرده بودند و<br> سایر پیامدهای جنگ از قبیل ابعاد نظامی، سیاسی و اجتماعی حذف شدند.<br> یافته ها: در جنگ های ترکیبی، بیشترین آسیب وارده متوجه سلامت افراد در بخش<br> نظامی و غیر نظامی می باشد. از جمله این جنگ ها می توان به جنگ روسیه و اوکراین<br> اشاره نمود که در سال 2022 شروع شد و در طی این جنگ تاثیرات مخرب ناشی از<br> جنگ ترکیبی در زیرساخت های بهداشتی و درمانی و آسیب شدید نیروهای غیر نظامی<br> قابل مشاهده می باشد. در این میان بررسی روند جنگ و نحوه اثرگذاری آن بر سیستم<br> سلامت، می تواند بسیار آموزنده باشد و در ارزیابی های مربوط به میزان آمادگی ها و<br> تدوین راهبردهای دفاعی موثر واقع شود. فرماندهان و مسئولین سازمان ها و نهادهای<br> بهداشتی و درمانی در بخش های مختلف کشوری و لشکری می بایست اقدامات جامعی<br> را در بازنگری دستورالعمل ها و آیین نامه های اجرایی در حوزه اقدامات پدافندی، فراهم<br> ساختن زیرساخت ها و تدابیر پیشگیرانه در راستای افزایش توان رزمی و میزان تاب آوری<br> نیروهای نظامی و مردمی در برابر تاثیرات مخرب جنگ ترکیبی به عمل آورند. راهبردها،<br> اقدامات مشترک و افزایش همکاری ها در جهت کاهش اثرات سوء جنگ های ترکیبی و<br> حفظ سلامت عمومی بسیار ضروری است. همچنین تدوین قوانین جامع و تعهدنامه های<br> بین المللی و تشدید مجازات ها در این خصوص می تواند از توسعه و فراگیر شدن این<br> نوع تهدیدات در سطح جهان جلوگیری نماید و با حفظ و صیانت از دستاوردهای بهداشتی،<br> سلامت جامعه جهانی را تضمین نمود.<br> کلمات کلیدی: جنگ ترکیبی، جنگ روسیه و اوکراین، بهداشت و درمان، سلامت عمومی Introduction: In recent years, many countries around the world have faced a<br> new type of war, where the both sides of the conflict use many strategies such<br> as using of unconventional weapons, point-and-shoot and direct targeting,<br> combined use of technologies and communication infrastructures, insider and<br> the opposite party, disruption of essential services such as water, food, gas and<br> health services and economic sanctions and lack of access of citizens to essential<br> needs, displacement and planned migrations of the civilian population, cognitive<br> warfare and conducting psychological operations and medias and the people&rsquo;s<br> capacity of the opposite side for their own benefit, cyber warfare, sexual violence,<br> etc. are used, and these types of wars are called hybrid wars. The purpose<br> of this study is to review the consequences of hybrid wars on the public health<br> using the experiences after the war between Russia and Ukraine.<br> Methods: The present study is a narrative review that was conducted using the<br> keywords Russian-Ukrainian war, combined war, mental health, food security in<br> the Scopus and PubMed databases from January 2022 to the beginning of June<br> 2023. In this study, only the papers that examined the health and psychological<br> consequences of the war in Ukraine were selected, and other consequences of<br> the war, such as military, political, and social aspects, were excluded.<br> Results: One of the most consequence in hybrid wars is health system decline<br> in the military and civilian people. The war between Russia and Ukraine, which<br> started in 2022, is a best example of these wars which has impacted on health<br> and medical infrastructure and the severe damage of civilian forces. In the meantime,<br> examining the process of war and how it affects the health system can<br> be very informative and effective in evaluating the level of preparations and<br> formulation of defense strategies. The commanders and officials of health and<br> medical organizations and institutions in different parts of the country and army<br> should take comprehensive measures in revising the guidelines and executive<br> regulations in the field of defense measures, providing infrastructure and preventive<br> measures in order to increase the combat power and the amount Resilience<br> of military and public forces against the destructive effects of combined war.<br> Strategies, joint actions and increased cooperation are very necessary in order to<br> reduce the harmful effects of combined wars and maintain public health.
